Control an application that connects at a site with the browser

Is it possible to control an application which connects at a site with the browser?

Example: if I ask to find an update for CCleaner, the firewall does not react, my browser opens at the request of CCleaner.

Could you please describe in more detail what you are trying to do, or if you are receiving an error message from ESET Smart Security, what that message says and how to reproduce the problem, step-by-step?

There is no error but a question

For my example, with CCleaner, I can check if an update is available (see image below).

If I click on this option, my browser opens without authorization SMART.

My firewall is set in interactive mode and CCleaner is not in the rules. The browser is permitted of course.

In other words, any application can open the browser without authorization of SMART. This seems a weakness.

So I ask simply if SMART allows this control: an application that launches another application that connects to the Internet should be under the control of SMART (authorized or not).

Okay, I think I understand now. What I think is happening is that the CCleaner executable is calling ShellExecute() with a URL, which forces a launch of the handler program for URLs (your web browser).

I will speak to some of my colleagues about this.
