Search Android Forums for your device.Be careful in flashing or you will brick your phone.
    Another one:XDA Developers

That depends on your device. Best place to look for anything ROM-related is at XDA Developers Forums.

In addition to XDA another good place for rooting and ROM info is http://rootzwiki.com/index

It is best to do a lot of reading about rooting and unlocking bootloaders before doing anything. Also, flashing ROMs on some phones (Verizon Galaxy S3) can sometimes trash IMEI so be sure to have a backup.

Android Revolution HD fast, stable, stock look. However, "best" is highly subjective as it depends what you are looking for - other top ROMS would be Omega, FoxHound, WanamLite.

I was going to say RasbeanJelly combined with Franco Kernel...but you don't have a Nexus device. Yeah, check the GSIII forum on XDA.

You should spend some time and read up on the xda-developers forum for your device. Each ROM will have it's own combination of things to appeal to different people. And once you get started it will probably take flashing a few different ones to find the one that works the best for you.

I used to own a GS II so i don't know much about the GS III.
You should start lurking the XDA forums for the GS III, you will learn lots of things there, only be careful with "elitists" . . . there are tons of those guys there. :D

I use AOKP on both Galaxy Nexus and Galaxy Tab 10.1.
    CyanogenMod is also very good.

There are a ton. I've been using AOKP for a long while now.

If you want something new or different from the rest, try Paranoid Android.
