Windows 8 Weird Pop Up Glitch

    I took a video (unlisted) and it's kind hard to see but basically this is what's happening

    Every like 15 seconds this thing from Action center pops up, I had to record and look at the frame to see it but it says both antispyware from Eset and Windows Defender are turned off, even though Eset is on and everything on it says it's on
