I'm not sure I understand your question, but outbound or inbound can be blocked with Win 7 fw, and most of the free 3rd party fw's will do this also. When you make a connection to the Internet with, let's say, Firefox browser as an example, it does start with an outbound connection as per the 3 way handshake described here. Keep in mind you could set a rule that blocks inbound from remote http port 80 (used for most internet comms) but if you already have an outbound rule in place that allows your browser to connect to remote port 80, then that rule will supersede the inbound rule. Hope this makes sense. If you wanted to block a specific ip address or range of ip addresses, then it makes the most sense to create an outbound block rule rather than an inbound block rule. An inbound block rule would make sense if you are running a server, for instance. Again, hope this makes sense, as I'm no expert, since I only know the bare basics.

    LooknStop firewall
Windows 7 firewall control from sphinx.

Those 2 would do exactly as you said

My recommendations are ZoneAlarm Free or Windows 7 Firewall Control Free.

I have links to them in my signature.
