Ultra Surf v9.8 detected as a Virus by NOD32?

How come, I have always used old versions previously, but you are forced to use the latest versions as here in Dubai, UAE, the old versions don't work anymore, so this time, when I updated to version 9.8, NOD32 detected it as a virus immediately! Win32/ultrareach is what NOD32 detects it as .......

can anyone download it using google and confirm it is a virus or a false positive?

Im using version 4.2.22.0 of NOD32 FTW

This program is detected as a potentially unwanted application, not a computer virus.

Potentially unwanted application are programs that may not perform the types of malicious activities that one typically associates with a classic computer virus, such as damaging programs or altering data, but instead performs activities that the computer owner may wish to restrict.
