There are Windows flaws and there are third-party flaws. If a third-party driver doesn't pass driver verifier this is definitely a flaw in this driver.

Does this apply to the resulting BSOD when attempting to install some of these firewalls?

This is hard to say. Driver verifier includes a lot of different tests. As a rule they are about driver handling "non-standard" situations, like shortage of resources, unexpected IRQL levels etc. Theoretically yes :) But every case needs a separate study. Sometimes mistakes live in software for ages not showing themselves just because of lucky enevironment, but once envirinment changes (something is installed) this results in crashes and BSODs. Also incorrect driver can compromise other kernel modules, because kernel is not protected from modification from a kernel level. Kernel inside (at least in Windows, where the only two levels of priviledges exist) is like old DOS - every driver can affect any other driver.

This is why kernel code should be very carefully tested and this is why kernel code stability tests are very important.
