Looks like you got a rogue. Manual Removal instructions:

    Stop PcPrivacyCleaner Processes:

    PcPrivacyCleaner.exe

Find and Delete these PcPrivacyCleaner Files:

    PcPrivacyCleaner.lnk
    PcPrivacyCleaner.exe
    %ProgramFiles%\Pc Privacy Cleaner\com\pcsd.dll
    %ProgramFiles%\Pc Privacy Cleaner\Pc Privacy Cleaner.db
    %ProgramFiles%\Pc Privacy Cleaner\Pc Privacy Cleaner.exe
    %UserProfile%\Application Data\Pc Privacy Cleaner\log.dat
    %UserProfile%\Application Data\Pc Privacy Cleaner\settings.dat
    %UserProfile%\Desktop\Pc Privacy Cleaner.lnk
    %UserProfile%\Local Settings\Temp\[RANDOM FILE NAME].tmp
    %ProgramFiles%\Pc Privacy Cleaner\PcPrivacyCleaner.pkg
    %ProgramFiles%\Pc Privacy Cleaner\program.info
    %ProgramFiles%\Pc Privacy Cleaner\Uninstall.exe
    C:\Documents and Settings\All Users\Start Menu\Programs\Pc Privacy Cleaner\Register Pc Privacy Cleaner.lnk
    C:\Documents and Settings\All Users\Start Menu\Programs\Pc Privacy Cleaner\Start Pc Privacy Cleaner.lnk
    C:\Documents and Settings\All Users\Start Menu\Programs\Pc Privacy Cleaner\Uninstall Pc Privacy Cleaner.lnk
    %CurrentFolder%\log

    Remove PcPrivacyCleaner Registry Values:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\PcPrivacyCleaner
    HKEY_LOCAL_MACHINE\SOFTWARE\Pc Privacy Cleaner
    HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\{82297D11-31C1-40B1-960A-BDF40B3B365F}
    HKEY_CURRENT_USERS\Software\Pc Privacy Cleaner
    HKEY_CLASSES_ROOT\AllFilesystemObjects\shellex\ContextMenuHandlers\pcsd
    HKEY_CLASSES_ROOT\CLSID\{82297D11-31C1-40B1-960A-BDF40B3B365F}
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\Pc Privacy Cleaner
    HKEY_LOCAL_MACHINE\SOFTWARE\Pc Privacy Cleaner

I suggest making a batch file to delete them all

Or if you don't want to mess with those download MalwareBytes Rogue Remover and SUPERAnti Spyware and run a full scan with those

Open Notepad, paste this script below, save the file as something.bat, then open it:

    I hope I've done it right :D

    NOTE:
Also use the search function to find and delete PcPrivacyCleaner.exe
    Also delete manually %UserProfile%\Local Settings\Temp\[RANDOM FILE NAME].tmp
    .
You can try re enabling Task Manager using RRT: http://www.softpedia.com/get/Security/Security-Related/RRT-Remove-Ristrictions-Tool.shtml

Thanks for replying. I did this manually because the bat file didn't work. My systerm is still messed up. The words "virus alert" are next to the clock at the bottom right corner and also when i right click on my computer and choose properties. The control panel and settings from start menu have dissapeared and also the dvd-rom from my computer, although it is present in device manager. Also i can't access the screen properties when i right click on the desktop and choose properties.

Firstly check all options using this http://www.softpedia.com/get/Security/Security-Related/RRT-Remove-Ristrictions-Tool.shtml
It should fix restrictions caused by that thing.
now try using Malware Bytes Rogue Remover. If it doesn't find anything try with SUPERAnti Spyware and MalwareBytes Anti Malware.
