I registered yesterday, and had to wait for over 10 hours for the email confirmation link.
So although the web site says a few minutes, you may have to wait a bit if today is the same as yesterday.

    Regards,
    Douglas

I just tried it site was there but when I tried to register - "sorry, site unavailable"

The thing is totally clogged! I'm happy to wait my turn just knowing that so many Americans are signing up that it's this clogged makes me feel all warm and fuzzy inside!

For those in the UK you can use both the telephone & mail preference services (established in 1983 & not well publicised):

BTW I get very few spam calls or mail since using these services - Wish there was one for spam emails!
