SmartScreen Filter Problem

    I'm getting this when trying to use smartscreen filter in internet explorer 9

    "Smartscreen filter cannot check this website because the Microsoft online service is temporary unavailable"

    How can I fix it? What is Microsoft online service? I'm using Windows 7 x64 Home Premium. I'm also using Windows Firewall with outbound filtering, does the firewall block Smartscreen? What do I need to whitelist?

    Happens with any site.

    Is this serious? lol

    EDIT: The test site here -http://ie.microsoft.com/testdrive/Browser/MalvertisingProtection/Default.html doesn't work for me using internet explorer 9.
    Does smartscreen depends on a windows service?
