No, but you can defer feature updates and postpone 2004 installation as described here: https://support.microsoft.com/en-us/help/4026834/windows-10-defer-feature-updates EDIT: it seems that this option is not available in 2004 any more, but it should be there for 1909 and earlier. I hope that this is just another bug in 2004 version.
In 2004 you can postpone indefinitely it seems. The reason for me starting thread is I thought I had read postponing will still allow security updates to download. It would be nice if it were the case. Thanks Minimalist.
If you postpone (defer) feature updates and don't defer quality updates, you would receive security updates and not new version. If you pause updates altogether you won't receive either. Or maybe I didn't understand your question. EDIT: looking at your original post again I have one question: are you already on 2004 or do you try to prevent it's installation?
I very recently moved from 7 to 10. Version 2004 Home is what I ended up with. I seem to have only basic defer option. No Quality option.
Yes it seems that with 2004 they've removed granular control over postponing updates, which they've had in previous versions.
