Justice Department updates drone policy to require cybersecurity evaluation

On Wednesday, the Justice Department announced an updated drone policy, intended to take the place of a 2015 policy guidance. The new policy maintains a lot of the same language and regulations, with a few key additions addressing concerns about cybersecurity and privacy.

The new version of the policy “requires components to evaluate UAS acquisitions for cybersecurity risks, guarding against potential threats to the supply chain and DOJ’s networks,” according to the announcement.
Lastly, the policy specifically mentions information collected from cameras and sensors, and says it will weigh “the potential intrusiveness and impact on privacy and civil liberties“ against the government’s interests.

The policy still asks for an annual privacy review of drone use as well as maintaining a 180-day limit on retaining personally identifying data, “unless the retention of information is determined to be necessary for an authorized purpose or is maintained in a Privacy Act system of records.”

Silently the eight propellers of the Hermes V8MT drone begin to spin and the large yellow aircraft rises up, locates its direction and moments later disappears into the sky in southern Poland.

Today the drone is making a successful 8.5-kilometre (5.3-mile) test flight near the headquarters of the Polish firm Spartaqs in the town of Mikolow; soon it will be making journeys between a blood bank and the Institute of Cardiology in Warsaw.

"Flying at a rate of more than 80 kilometres (50 miles) an hour and with no risk of getting stuck in a traffic jam, the drone would be much faster than an ambulance," said Spartaqs company founder and chief inventor Slawomir Huczala.
Poland is joining the recent global explosion of drone technology, which has seen several civilian projects along with hundreds of often top secret military ones.

The skies have become crowded with the competition over drone manufacturing.
Amazon and DHL are developing drones for transporting packages, UberEats is working on a version for delivering meals, while the US firm Zipline has developed a drone network for transporting medicine in Ghana and now hopes to expand to other countries.

The Avy drone, called the Aera, comes out of a collaboration with Auterion, an open-source based operating system for enterprise drones. The concept is unique, a vertical takeoff and landing (VTOL) drone that has fixed wings for long distance, high-speed flying.

"The Avy Aera gives emergency services, mapping companies, and medical delivery enterprises a new tool to cover large areas in a short time. The integration around open standards makes it easy for operators to integrate the Avy Aera drones within their existing services," said Kevin Sartori, Auterion co-founder.

The Civil Aviation Authority (CAA) says that parcel deliveries using drones in the U.S. will be allowed only after new safety crash-prevention technology is developed.

A document released by CAA says that drones will need specialist software making them visible planes, air controllers and each other before they can be flown beyond the sight of human operators.
The regulator has also said delivery and commercial drones will need automated crash avoidance capabilities as standard, so they can detect and get out of the way of fast oncoming objects like planes and gliders.

(Bloomberg) -- All but the smallest civilian drones would have to broadcast radio tracking data to ensure greater safety and prevent terrorism under a sweeping proposal unveiled by U.S. regulators Thursday.

The long-awaited draft rules call for a massive new tracking network for everything from toys to larger commercial drones so that law enforcement can spot the devices flying anywhere, from congested urban areas to the most rural zones.

The controversial measure by the Federal Aviation Administration, which is subject to public comment and could change before it becomes final, is a key foundation to advance drone-driven commerce, including deliveries of consumer goods by companies such as Alphabet Inc.’s Wing and Amazon.com Inc.’s Prime Air..."

Local authorities are dumbfounded by a flock of drones that recently began performing nighttime flights over northeast Colorado with no apparent purpose or operators (at least, none they’ve been able to identify so far).
Officials have spotted at least 17 drones flying over Phillips and Yuma counties for the last week, the Denver Post reported

“They’ve been doing a grid search, a grid pattern. They fly one square and then they fly another square,” Elliott told the Post.
The drones—which Elliott estimates have about a six-foot wingspan—have also been spotted creepily hovering over towns or empty fields for hours, identifiable by their distinctive strobing lights that flash white, red, blue, and green

So far, the DEA, the FAA, the U.S. Air Force, and the U.S. Army Forces Command have all said they’re every bit as clueless as local officials about what these drones are doing and why.
“They do not seem to be malicious,” Elliott said. “They don’t seem to be doing anything that would indicate criminal activity.”

The new year hasn't started well if you're a GoPro Karma owner. Numerous operators have found themselves unable to fly since the start of 2020, with the robotic aircraft reporting that it has no GPS signal and can't calibrate the compass, even when the controller is working properly.
One user claimed to have discovered a workaround by resetting the controller and disabling GPS, but that clearly isn't ideal.

The company told Engadget that "engineering is actively troubleshooting" the problem, but didn't have more to share.
Whatever the cause, the grounded drones serve as a reminder that GPS-dependent gadgets aren't guaranteed to keep working unless there's an appropriate level of support.

Federal agencies and local law enforcement in Colorado, Kansas and Nebraska met this week to investigate a mystery that's generated buzz in those states: swarms of drones.

Since mid-December, sheriff's departments in the border area of the three states have been flooded with at least 30 reports of drone sightings, sometimes groups of a dozen or more machines.
Several agencies at the meeting with the Morgan County Sheriff's Office, including the FAA, agreed to continue investigating the drone sightings.

"Multiple FAA divisions are working closely with federal, state and local stakeholders to try to determine whether the reported sightings in Colorado and Nebraska are drones and, if so, who is operating them and for what reason," the FAA said in a statement Monday.
"Counter drone efforts continue to be a priority for the federal government, but solutions are often difficult to implement."

Reports started rolling in around New Year’s Day from owners who said they were having issues calibrating the drone’s compass, which meant they were unable to fly the drone.
Put simply, the bug was due to the change of the decade, which messed with the World Magnetic Model stored within the Karma. The drone is dependent on this model for accurate positioning.

The new firmware, meanwhile, can be downloaded from the company’s forums here. The update is delivered over the Karma’s WiFi network using the product’s software.

London’s Heathrow airport has deployed a system designed to block drones entering its airspace following a string of recent attempts that threatened Europe’s busiest travel hub.

The airport, classified as a flight restriction zone by authorities, is now using a product manufactured by France’s Thales SA to detect and identify drones. The French company declined Tuesday to detail the contract’s value or the precise specification being used at Heathrow.
The radar system is also used at Paris’s Charles de Gaulle airport. It can detect drones as far as 5 kilometers (3.1 miles) away in all directions, according to Aveillant’s website. Appropriate countermeasures can then be deployed.

Representatives for Thales wouldn’t say what Heathrow planned to use as a countermeasure, but said drone-disabling technology was not part of its contract with the airport. A spokesman for Heathrow declined to comment.

Drone delivery may not make a lot of sense for food or parcel delivery yet, but for hospitals it could be a lifesaver. A new test program is being inaugurated at UC San Diego’s Jacobs Medical Center, where Matternet drones operated by UPS will fly blood samples and other items to and from other nearby facilities.

The new program will be the third under Matternet’s belt; an earlier partnership with UPS has made some 1,900 flights at WakeMed hospital in North Carolina, and flights with SwissPost in Zurich resume this month after crashes put them on ice over the summer.
The flights these drones will be undertaking will be autonomous, but with remote monitoring and line of sight from Jacobs to the Moores Cancer Center and Center for Advanced Laboratory Medicine, both of which are less than a mile away.

On the night of December 30, Sergeant Vince Iovinella of the Morgan County Sheriff's Department in rural Colorado was on patrol when the calls started coming in about drones.

“Residents began calling in reports of drones of unknown origin moving above houses and farms,” Iovinella wrote in a statement obtained by Motherboard via a public records request.
More than 70 local, state, federal, and military officials jumped into action, convened in a small town called Brush, Colorado, and formed a joint drone task force of 10 to 15 different government agencies to solve the mystery.

“In all of these cases,” Iovinella wrote in this statement, “it is unknown who owns the drone or what their purpose is.”
That’s because the drones never existed.

The Colorado non-incident adds yet another instance of drone hysteria to the record books, which has been documented by a white paper published by drone manufacturer DJI and a study by the Academy of Model Aeronautics which found only 27 out of 764 reports of drone sightings by aircraft pilots were legitimate near misses.

Drone startup Wingcopter, working with partners Merck and the Frankfurt University of Applied Science, has completed a first flight of a new drone delivery trial designed to show the benefits of using drones instead of trucks or other road faring vehicles for moving small cargo between two physically separate office facilities. This first flight covered around 25 km (roughly 15.5 miles), taking a sample of pigments from one Merck lab in Gernsheim to its headquarters in Darmstadt in Germany.

The partners involved are hoping this means it can stand as a blueprint to other similar pilot projects and trials being run all over the world.
Next up, the project will continue to fly additional deliveries and then summarize their findings in a report to be delivered in March
