Recently installed this program and was wondering if once installed it can automatically adjust the startup times of programs? I notice that some programs have 'delayed' times next to them without me doing anything. Can I just leave it as it is with the already delayed start times that have been automatically added?

Windows already controls the startup of programs so that there is a .exe (explorer-based programs) delayed startup. This is usually 10 seconds, but you can change it if needed. Use a program like the one you mentioned only in extreme cases or when you have a very old and slow computer.
