how does one detect a memory leak in Windows?

preferably with built in windows tools. 3rd party tools ok as long as they are portable.

my knowledge on this topic is very limited but we have an inkling that a certain program at work is causing memory leaks but we need a definitive way of detecting them

lol basically it's impossible for a program to tell if something is "leaking" without already knowing what that program is usually like
