    Yeah. You're not gonna like it. If the error contained additional code or at least a message, then you'll be onto something. This one is so generic that it's not even listed among the common ones.
    I'm afraid you'll have to use SetupDiag to analyze Update logs.

    KB4512941 showed up for me in Windows Update this morning so I installed it. It went fine, except it took a good 20 minutes to complete; it crawled to 74%, sat there for 10 minutes, then finally completed.

    Is anyone else unable to run "O&O ShutUp10" and "WPD (Windows Privacy Dashboard)" since the KB4512941 update? Throws me some .NET errors in Event Viewer when I try running them now, this started literally right after the update... and they're the only programs that seem to be affected.

    Finally got KB4512941 installed. Downloaded from the Win Catalog web site. I swear that is the best way to do these Win 10 cumulative updates. Whole install took 10 mins.. Now I did do the DISM Restore Health bit prior to the install but don't believe that was the issue with the initial Win Updates failure.

    Next applied the;

    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Search]
    "BingSearchEnabled“=dword:00000001

    to stop Cortana excessive CPU usage. BTW - this isn't the only issue. Until the reg. key mod. is done, the entire Win 10 search window is unusable. Finally, created a firewall rule to block all outbound Cortana traffic and all is back to it was when the OOShutUp10 corresponding setting was enabled.

    Have you tried running OOShutUp10 since the update?

    Just did. Opened fine and as expected, the Bing mitigation was disabled. I did not try to change any existing settings.

    Also I don't my use my MS account to logon on. But was able to access the Windows Privacy Dashboard web site via IE11 (default browser) w/o issue. Also can access Win 10 Privacy settings w/o issue.

    does this high cpu usage issue only affect the systems that have indexing enabled?

    No. High CPU usage is because Windows Search (a subset of Cortana) fails to initialize (it's stuck in a loop trying to access it's own cache) if you disable Bing/online search. This -

    It only affects users who specifically added a registry key to disable web results in searches.
    Nothing to do with indexing (Windows Search service) as many users disable this and the bug would then be more widely reported.

    Not in my case. I had this issue on one of my laptops and I have never altered the registry or added a key. I also don't use the shutpup10 thing that others have mentioned in this thread. It happened this morning. I came in and the fans were going nuts on my laptop so I opened my taskmanager and Cortana was the culprit. It was not showing 100% CPU like some have reported - it was 70%, but this is still not normal since I don't use Cortana and hadn't done any searching. The only thing I'd done so far at that time since the laptop was turned on about 30mins prior, was check for updates on WU and MS Store. The only thing to update was Defender and an xbox gamebar thing in the store. I ran Ccleaner & restarted my computer and the problem has not returned (so far). I installed KB4512941 2 days ago. It may be a fluke that it happened and not related to the problem others here are experiencing, but it had never happened before this morning, so I dunno....

    Was the search broken? This was the indication that SearchUI.exe was stuck in a loop.
    If not, it may be that some indexing was going on in the background. If you have it enabled.
    Anyway, the issue was acknowledged by the powers that be, let's wait for the wise words.

    Yes search was completely stuffed while it was happening. I couldn't type in it and there were no options listed like "all", "apps" etc. Rebooting fixed that too. It would seem it can happen to those who haven't added a registry key too then.

    This might explain the reason. I interpret it to be the Cortana cache can be corrupted as a result of normal boot activity and can happen at any time.

    There is another issue with KB4512941 that some may have not noticed. I am now getting this persistent Event Error event log entry. I reset Power Management settings to default and that did not help. Also believe this error is preventing my device from entering unattended sleep mode. Manually initiated sleep mode does work.

    -EDIT- Going to run DISM Restore Health and see it that resolves it.

    Just randomly tried again (for the nth time) and KB4512941 WU worked! :eek::rolleyes:

    No new download of KB4512941.

    But instead of running just DISM RestoreHealth though, I ran CheckHealth and ScanHealth preceding, but surely that makes no difference (besides the fact that no errors were found in each run). :confused::isay:

    Four days wasted looking for solutions. Thanks MS. :mad:

    I am always keeping an eye on Event logs ;)
    Had the same EventID 12 errors, a couple of them after each reboot. They have settled after a day or so without my intervention and for the last 2 days I haven't seen them.

    This did the trick; at least so far. No more event log entries and PC entering sleep mode after 1 hour idle as it should.

    Also believe Power Management was behind my initial blue screen after KB4512941 install via Win Update download. I have had issues previously with power management conflicts between my old AMD processor motherboard BIOS settings. Crashes when memory integrity was introduced on 1803 and subsequent inability to activate it on 1809 or 1903 versions.

    Either MS didn't thoroughly test this update in regards to old hardware or as I suspect, they just don't care anymore and believe everyone needs to upgrade their hardware.

    Woody just posted on Twitter about Win10 version 1903, if you use a computer to RDP into another computer, and then disconnect the RDP session on the second computer (without logging out), dwm.exe redlines one core on the originating machine.
