Chat Server?

Im a member at a huge Car Audio forum. They want to get a chat room setup so I volunteered. I originally wanted to create one in mIRC, but cant figure it out. If anyone could help with that then Ill do that?

If I cant use mIRC Im looking for a free web based chat that doesnt require any additional software. It just needs to have an admin login and require that people register to use it.

Thats not free. Since Im not getting paid to set this up for the CA forum I dont want something I need to pay for.

Tossed this together in about 5 minutes. It doesnt need any other features. Its simple, just has limited bandwidth. I doubt the site will use it all anyways. If it does people from CA can just start donating and pay me and Ill upgrade the site.
