    I'm unclear. Are you saying you can't set a PIN, or you did and it won't log in with it?

    Try this for starters:
    Open the Run dialog box by pressing the Windows key and the R key together.
    Type Regedit and hit the Enter key.
    When the Registry Editor opens, navigate to the following location: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\PolicyManager\default\Settings\AllowSignInOptions.
    In the right pane, double click on the DWORD entry named value set it to 1.

    Reboot and see if you get the option then.

    Home version? You could try to create it. Either it will work or won't. You could save this as a reg file and merge it:

    Windows Registry Editor Version 5.00

    [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\PolicyManager\default\Settings\AllowSignInOptions]
    "value"=dword:00000001

    I'd still suggest putting the text from what I posted above in a .reg file and merging and see if that helps. If not we can look at other issues.
    If you're not familiar with .reg files it is just a text file with a .reg extension. Saving that and double clicking should ask if you want to merge it.

    Do you know how to open an elevated command prompt? If so run this commend:
    REG ADD HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\PolicyManager\default\Settings\AllowSignInOptions /v value /t REG_DWORD /d 1 /f
