those OS run out of support, some very long ago. the only reason for 115esr on win7 is the the posready build. and thats it, even MS do not offer any updates after this date.

    Pale Moon.
Based on older Firefox code, so no support for Web Extensions (has it's own extension store).
    Receives relevant security updates.

Thorium for Windows 7/8/8.1 (not sure about security fixes)

    From Google search...

Firefox version 115 will be the last supported Firefox version for users of Windows 7, Windows 8 and Windows 8.1. If you are using these versions of Windows you will be moved to the Firefox Extended Support Release (ESR) channel by an application update. Mozilla will provide security updates for these users until September 2024. No security updates will be provided after that date.

Firefox ESR does not come with the latest features but it has the latest security and stability fixes.

Here's the permanent link to it and yes, that comment resolves my confusion.
As a recent ESR user I didn't know this so we're expecting more overlaps in the future.

    Thanks @FanJ

palemoon is going to die because Mozilla removes code bit by bit from Firefox concerning older windows then 10. and the remaining code may not compatible. so the amount of reversable code is shrinking.
when posting news, fine. but his latest comments overall are very questionable ********

to make it clear: routing windows 7 users to firefox esr is different from current esr users routing to 115 esr!

users of 102esr will get 102esr updates until 102esr is EOL and 115esr is offered as an update.

    current 102esr is 102.14.0
    https://whattrainisitnow.com/calendar/
    ("click to toggle...")

so the last 102esr will be the 102.15.0esr, then users wont get any longer 102esr updates, or move to 115esr which is then 115.2.0esr

The rest from your posting I am not going to quote ...
May I ask you to be more polite? Or maybe you are not able ...

BTW, I had no problems to manually download version 115.1.0 ESR from the link I gave and install it.

that's a link to the release notes, not download page in common, the link at the top* and bottom is a direct link but only offer 102.14.0, not 115.1esr. and thats by purpose from mozilla**. currently there exist two esr builds: 102 and 115. as long 115 is not mandatory because 102 is not EOL anytime it leads to v102 - now and in the past this way in such periods. "esr-latest" as the given download link there is. if you want 115 esr then go here, very simple:
    https://www.mozilla.org/en-US/firefox/all/
    chose esr, then 115 instead pre-set 102.

*top download button is not shown in firefox, but in other browsers, eg edge. but also lead to 102.14.0 esr.

** mozilla may change the target upcoming days or this month. i think they have a staged rollout for 115.1 and while this time they offer 102esr.

thank you for showing this. i visited that page with the regular final, it may offer different content visiting with esr builds, mozilla pages uses the user agent for different content, see also articles (!) on support.mozilla.com -> top left - for me its v116/windows 10.

check: no, also my 102esr does not show your image. sorry, none of my current firefox is showing this, even not when losing gpo settings and a fresh profile. another user agent to emulate windows 7 also did not help me.

may seem silly, but you are using original firefox? and if, no privacy resisting settings?
    edit: windows 10 or 11?

edit2: i am neither nor able to reproduce your image, not on win10/11, not on reanimated win8. you may explain?

Screenshot was taken from IE11 on Win7 Pro 64-bit.
And at the moment I can go there again (using the same).
