    I just went to Help > About and it started downloading an update. Restart required.

    My second machine updated itself in the background. On opening FF I got a message that FF was applying updates.

    could it be a local setting? both are not available here (greyed out, off)

    Could it be that you disabled those recommendation options in about:config?
    I don't know if disabling those options in about:config makes those options unavailable, greyed out, or simply switched off.
    If not about:config, could it be that another setting or a certain addon disabled those options?

    I just checked this in Ubuntu and I'd actually unchecked these a while ago and forgotten about it. The 'feature recommendation' tab that opened was in Ubuntu. o_O

    Another setting is in Settings, Home (about:preferences#home), under Firefox Home Content: Snippets: Tips and news from Mozilla and Firefox.
    Do you have that unchecked?
    If not, try that.

    could be, the only two entries here

    browser.newtabpage.activity-stream.feeds.recommendationprovider, false
    extensions.htmlaboutaddons.recommendations.enabled, false

    first is my user.js, second i did manually, so yes, could! ^^
    but i never set the two options nor did i care about those settings before until now ;)

    In Settings, I unchecked the two recommendation options, they're not greyed out. In about:config the two are still set as true.
    So, our combined findings seem so indicate that setting the two recommendation preferences in about:config as false sets them as greyed out in Settings.

    So that doesn't seem to be what determines whether one gets the Mozilla VPN recommendation or not, either.

    Earlier, to disable VPN promos in Private Browsing, I set about:config browser.privatebrowsing.vpnpromourl as an empty string/ cleared the value.

    Interestingly, now I notice that about:config browser.contentblocking.report.hide_vpn_banner set as true is also shown as a modified setting.
    That's odd, I don't recall modifying that one.
    Perhaps setting that one can be helpful to disable VPN promos in regular non-private browsing, if it isn't set already.
