Beijing is unlikely to approve an "unfair" deal Oracle Corp and Walmart Inc said they have struck with ByteDance over the future of video-streaming app TikTok, state-backed newspaper Global Times said in an editorial.

"From the information provided by the U.S., the deal was unfair. It caters to the unreasonable demands of Washington. It's hard for us to believe that Beijing will approve such an agreement," the editorial read, echoing tweets the same evening by the newspaper's editor-in-chief, Hu Xijin.
China's government has largely refrained from directly commenting on the deal's details, though its foreign ministry has repeatedly said the United States should offer a fair and non-discriminatory environment for foreign companies.

The unidentified author of the Global Times editorial objected to there being only one board seat reserved for a Chinese national, as well as the stipulated inclusion on the board of a U.S-approved "national security director".

"If the reorganization of TikTok under U.S. manipulation becomes a model, it means once any successful Chinese company expands its business to the U.S. and becomes competitive, it will be targeted by the U.S. and turned into a U.S.-controlled company via trickery and coercion, which eventually serves only U.S. interests," the author wrote.

TikTok has told an Australian government committee that it will allow government officials to review its algorithm and test its source code, as it seeks to overcome distrust surrounding the video-streaming app operator's China ownership.

"(It will be) available in a public setting for regulators, governments, commercial entities to come in and to test our code", Global Chief Security Officer Roland Cloutier said via video link.
In its written submission to the committee, TikTok said qualified government personnel could review its algorithm and test its source code at a transparency and accountability centre in Los Angeles in the United States and another to be built in Washington, or through virtual tours of the centres.

During questioning, Cloutier also said TikTok's source code was not the same as the source code used for ByteDance's Chinese version Douyin.

Douglas Marland, Cosette Rinab, and Alec Chambers said they “earn a livelihood from the content they post on TikTok,” saying the platform’s “For You” page is unique among social media platforms, because its algorithm allows “little-known creators to show their content to a large audience,” according to the court filing.
Marland has 2.7 million TikTok subscribers, Rinab has 2.3 million, and Chambers has 1.8 million. The three argued that they would “lose access to tens of thousands of potential viewers and creators every month, an effect amplified by the looming threat to close TikTok altogether.”

A TikTok spokesperson said in an email to The Verge Sunday night the the company was pleased with the judge’s decision, and said it planned to “maintain our ongoing dialogue with the government to turn our proposal, which the President gave his preliminary approval to last weekend, into an agreement.”

Under Nichols’ order, the two sides must review his sealed opinion to determine whether it can be unsealed, and both sides will meet by September 30th to schedule further proceedings in the case.

TikTok announced Wednesday it’s planning to hire at least 200 people in Ireland over the next three months, taking its total headcount in the country from 900 to over 1,100 by January 2021.

The social video app, owned by China’s ByteDance, opened a trust and safety hub in Dublin at the start of 2020 to review and moderate content that gets shared on the platform.
At launch, there were less than 20 people in the office but there are now almost 600 people based there, said Cormac Keenan, head of trust and safety at TikTok, in a blog post. Many of them are former Facebook content moderators who have joined from outsourcing agencies like CPL and Accenture.

It has also pledged to build a 420 million euro ($496 million) data center in Ireland by 2022. The data center, set to be its first in Europe, will ultimately become the home for European user data.

As a Nov. 12 deadline looms for TikTok to sell its U.S. operations, the Chinese-owned video app on Tuesday asked a court to intervene and give it more time to reach a deal.
