Huawei plans more cuts to jobs, investment in Australia

The Australian operation of Chinese telecommunications equipment maker Huawei Technologies Co Ltd [HWT.UL] said it would continue to cut staff numbers and investment in the country amid strained relations between Beijing and Canberra.

In 2018, Australia banned Huawei from supplying equipment for a 5G mobile network citing national security risks, a move the company criticised as being politically motivated.

“In simple terms the 5G ban on Huawei has cost us 1,000 high-tech and high-wage jobs from the economy,” Jeremy Mitchell, Huawei’s chief corporate affairs officer for Australia, said in an emailed statement.
“We have gone from 1,200 staff to fewer than 200 and by next year it will be lower still.”

Intel emerged as one of the first companies to publicly state it had been granted a special US licence to continue supplying certain equipment to Huawei, reported Reuters, after curbs were tightened on the Chinese vendor last week.

An Intel representative told Reuters its licence had been approved. The permits are now required to make a transaction with Huawei or a listed affiliate involving any equipment using US technology after tighter sanctions against the Chinese vendor came into force on 15 September.

Speaking to reporters in Shanghai at annual Huawei Connect conference, chairman Guo Ping said the Chinese company still wants to do business with US companies.

"We hope the US government can reconsider its policy and if the US government allows it we are still willing to buy products from US companies", Guo Ping said.
The chairman noted that although the company has sufficient amount of chips for business-to-business operations, including its 5G network, the current US restrictions have affected its stock of chips used in production of smartphones.

Huawei said that Qualcomm has applied for a license to sell it chips and the Chinese technology giant will use them in smartphones if permission is granted by the U.S. government.

“The U.S. has been continuously attacking us ... and that has posed great challenges to our production and our operation,” Guo Ping, rotating chairman at Huawei, said on Wednesday. “We got the last batch of chipsets in middle of September, we are still evaluating more details.”
Guo said that the company has “sufficient stock” of chips for its business to business divisions, which would include its networking equipment. He did not comment on how much stock is left for its smartphones.

Huawei has more recently used its own Kirin chip in its smartphones. But now that it cannot get those semiconductors, Qualcomm could fill the gap if it gets an export license. That would be a big boost for Qualcomm’s business.

Habo Investments, set up by Huawei in April 2019, has closed 17 deals for stakes in Chinese tech companies since August last year, public records show.
The investment arm was established in response to what Huawei’s rotating chairman, Guo Ping, last week described as “suppression” by the United States after escalating restrictions that have cut off Huawei’s supplies of many overseas chips and effectively barred it from building its own.

“Since Huawei is only one company, we use investment and technology to help our supply chain partners become mature,” he said.

Canada arrested Meng Wanzhou, on a US warrant, at Vancouver’s airport in late 2018. Her arrest infuriated Beijing, which sees her case as a political move designed to prevent China’s rise.

According to a Reuters report, Micron had previously obtained the license to supply the Chinese tech giant with memory chips for its smartphones and servers from its factories outside of the United States. For those unaware, companies are required to gain a special license from the US government, after the smartphone maker was put in the “Entity List” by the US Commerce Department, and faced an export ban.

Huawei Technologies could reportedly be facing tougher oversight from the German government, amid the ongoing debate of dealing with ‘high risk vendors’.

Reuters reported that Berlin’s proposed tougher oversight of telecoms network vendors does stop short of an outright ban on 5G equipment from the Chinese tech giant.
In February it was reported that German lawmakers had backed a position not to ban Huawei. A strategy paper by Chancellor Angela Merkel’s conservative party at the time apparently backed a no ban position.

Huawei 'failed to improve UK security standards'

The assessment was given by an oversight board, chaired by a member of the cyber-spy agency GCHQ.

It said the agency had seen no evidence that Huawei had made a significant shift in its approach to the matter.
And it added that while some improvements had been made, it had no confidence they were sustainable.

As a result, it concluded, the board could only provide "limited assurance that all risks to UK national security" could be mitigated in the long-term.

Huawei has responded saying the report highlights its commitment to openness and transparency.

"The report acknowledges that while our software transformation process is in its infancy, we have made some progress in improving our software engineering capabilities," a spokesman said.
Although the company now has limited prospects in the UK, it is still hoping to sell its 5G kits to other parts of Europe.

Japan’s Sony and Kioxia emerged as the latest companies to apply for a special US licence required to supply components to Huawei, Nikkei Asian Review reported, after sanctions were tightened on the vendor last month.

A committee of British lawmakers is urging the government to consider banning Chinese technology giant Huawei from next-generation mobile phone networks two years earlier than planned.

Prime Minister Boris Johnson's government in July blocked Huawei from having any role in building the country's new 5G networks, amid security concerns fueled by rising tensions between Beijing and Western powers. British wireless carriers are prohibited from buying Huawei network equipment but have until 2027 to remove Huawei gear they've already installed in the new networks.
Parliament's defense committee said in its report released Thursday on 5G security that while the 2027 deadline was sensible to avoid signal blackouts, delays and extra costs, it warned that the government might have to act faster.

"Should pressure from allies for a speedier removal continue or should China's threats and global position change so significantly to warrant it, the Government should consider whether a removal by 2025 is feasible and economically viable," the report said.

The Swedish government on Tuesday announced that telecommunications equipment from Chinese companies Huawei and ZTE would not be allowed to be used in the building of new fifth generation, or 5G, networks due to national security concerns.

The Swedish Post and Telecom Authority (PTS) said Tuesday that Huawei and ZTE equipment could not be used in building out new networks, with a spectrum auction due to be held next month for approved companies.

The website Al-Monitor reported that Keith Krach, US under-secretary of state for economic affairs, had told a media conference at the US embassy in Cairo: "They (Chinese companies) offer cheap to negligible prices, but in the long run, the cost will be exorbitant because it is a matter of data protection."

Krach is the same official who was reported to have warned Italy and Germany that they should reconsider the use of Huawei gear, without providing evidence for his claims. He added that EU countries should only use 5G equipment from Nokia and Ericsson.

China's ambassador to Egypt, Liao Liqiang, hit back a couple of days after Krach made his claims, according Washington of setting up spying platforms and suppressing Chinese companies that wanted to introduce 5G technology.

“What the US side is calling for under the name of a ‘clean network’ can safely be called 'a dirty network', 'an eavesdropping network', 'a monopoly network' and 'an ideological network',” Liqiang said.
Huawei has a major presence in Egypt and its network service centre for North Africa is based in Cairo.

Washington has campaigned for more than two years to try and push countries it considers allies to avoid using 5G equipment from Huawei in their networks.

The all-cash sale will include almost all assets including brand, research & development capabilities and supply chain management, the people said. Huawei could announce it as early as Sunday, one of the people said.

Honor declined to comment. Huawei, Digital China and the Shenzhen government did not immediately respond to requests for comment.

“It seems to be a drastic move given the Honor brand has been highly complementary to Huawei’s smartphone portfolio,” said Nicole Peng, vice-president of mobility at market research firm Canalys.
