The US Department of Homeland Security has raised concerns internally that face masks meant to protect against the spread of COVID-19 may interfere with facial recognition technology, The Intercept reported. It also appears worried about the use of face masks to evade law enforcement even after the COVID-19 pandemic is over.

A bulletin from May 22nd [...] discusses “the potential impacts that widespread use of protective masks could have on security operations that incorporate face recognition systems — such as video cameras, image processing hardware and software, and image recognition algorithms — to monitor public spaces during the ongoing Covid-19 public health emergency and in the months after the pandemic subsides,” according to The Intercept.

At my workplace I talked with security guards. Their temperature /fever detector does not recognize a face when a facial mask is worn. Also, it fails to recognize African faces 40% of the time and they have to use their temperature 'guns' that read from the forehead.

Pet insurance has existed for a while, but it often involves filling out boring paper forms and taking a trip to the vet to implant a microchip in their furry friends. China’s e-payment giant Alipay has another idea.

The platform, run by Ant Financial – an affiliate of South China Morning Post owner Alibaba – has launched its first ever insurance program for cats and dogs. Enrolment is simple: Using the Alipay app, owners can set up a digital profile of their animals by taking a few pictures.
Alipay says its technology is less invasive than microchipping and has an accuracy rate above 99 per cent.

Similar to how smartphones and law enforcement agencies use fingerprints to identify humans, dogs and cats are believed to have unique and permanent skin patterns on their noses.

Another Chinese company has also been working on a similar piece of technology. AI company Megvii announced last year that it was working on differentiating dogs by their nose prints. At the time, Megvii said it had achieved 95 per cent accuracy.

The New York legislature today passed a moratorium banning the use of facial recognition and other forms of biometric identification in schools until 2022.

The bill, which has yet to be signed by Governor Andrew Cuomo, comes in response to the planned launch of facial recognition by the Lockport City School District and appears to be the first in the nation to explicitly regulate the use of the technology in schools.

“Once we allow [facial recognition tech in schools], it’s going to open a floodgate for millions and millions of dollars of state dollars being spent on technology that is really questionable in terms of its reliability, in terms of its accuracy, and in terms of its value, versus the risks that come with using this technology, in terms of privacy, in terms of false positives, and so many other things,” New York Assemblymember Monica Wallace, who proposed the bill passed today, said earlier this year.

In a report published today by the National Institutes of Science and Technology (NIST), a physical sciences laboratory and non-regulatory agency of the U.S. Department of Commerce, researchers attempted to evaluate the performance of facial recognition algorithms on faces partially covered by protective masks.

They report that the 89 commercial facial recognition algorithms from Panasonic, Canon, Tencent, and others they tested had error rates between 5% and 50% in matching digitally applied masks with photos of the same person without a mask.

“With the arrival of the pandemic, we need to understand how face recognition technology deals with masked faces,” Mei Ngan, a NIST computer scientist and a coauthor of the report, said in a statement.

The study — part of a series from NIST’s Face Recognition Vendor Test (FRVT) program conducted in collaboration with the Department of Homeland Security’s Science and Technology Directorate, the Office of Biometric Identity Management, and Customs and Border Protection — explored how well each of the algorithms was able to perform “one-to-one” matching, where a photo is compared with a different photo of the same person.

The results of the study align with a VentureBeat article earlier this year that found that facial recognition algorithms used by Google and Apple struggled to recognize mask-wearing users.
But crucially, NIST didn’t take into account systems designed specifically to identify mask wearers, like those from Chinese company Hanwang and researchers affiliated with Wuhan University.

Perhaps in recognition of this, this summer, NIST plans to test algorithms created with face masks in mind and conduct tests with one-to-many searches and other variations.

In telephone and email exchanges with Reuters since February, Rite Aid confirmed the existence and breadth of its facial recognition programme.

Among the seemingly endless barrage of national security legislation and surveillance that creeps into every aspect of our personal lives, more and more of our public spaces have been smothered by surveillance cameras and facial recognition technology.

At the federal level, there are virtually no safeguards or limits on this technology, and no accountability. This is why senior officials from the Australian federal police can declare that they have not accessed Clearview AI, then have to correct the record later to reflect the fact that several officers have in fact used it. That there was no protocol in place to prevent individual officers using untested technology was a horrifying revelation.

According to documents obtained by tech accountability nonprofit Tech Inquiry, the Immigration and Customs Enforcement (ICE) signed a contract with (the extremely controversial) facial recognition tech company Clearview AI, New York-based startup currently being sued by several companies and civil rights groups.
The contract, only listing “mission support,” included a purchase order of $224,000 and lists “ICE mission support Dallas” as the contracting office, as The Verge reports.

Earlier this year, Clearview AI was faced with legal threats from tech giants including Facebook, Google, and Twitter, after selling its technology to thousands of organizations around the world, as BuzzFeed News reports. Several tech companies have since sent cease and desist letters to the startup.

A British police force is set to trial a facial recognition system that infers people’s moods by analyzing CCTV footage.

Lincolnshire Police will be able to use the system to search the film for certain moods and facial expressions, the London Times reports. It will also allow cops to find people wearing hats and glasses, or carrying bags and umbrellas.
A police spokesperson told the Times that all the footage will be deleted after 31 days. The force will also carry out a human rights and privacy assessment before the trial gets the green light.

Face masks do not actually make it significantly harder to recognise a person, Bud says. “Modern face recognition relies quite heavily on the area around the eyes. The old paradigm – measuring the geometry of the shape of the face in general – that was obsolete five years ago.”
Instead, the problem masks have is that they make it harder for a system to distinguish between a real face and a spoof.

The problems that facial verification systems have with masks have also been plaguing manufacturers of a similar technology, facial recognition – used for surveillance purposes, to track people using CCTV footage. Cloud photo storage app Ever is shutting down, citing increased competition with the default services offered by Apple and Google as the cause. The company, however, had other issues beyond the plight of a small startup trying to compete with tech giants.
Last year, NBC News reported the company had been using its customers’ photos to develop facial recognition technology that it turned around and offered for sale by way of the Ever API to business clients, including law enforcement and the military.

The company’s real business model wasn’t properly disclosed to consumers who visited the Ever website or app, the report said.
After the news report came out, Ever rebranded its Ever AI as Paravision to distance itself from the controversy.

It’s also notable that Ever is attempting to use the current focus on tech company monopolies as a way to redirect blame for the Ever app shutdown.
The implication here is that Ever didn’t have a chance when faced with such steep competition, and now its business is over.

The service has been around for over seven years, but with increasing competition over the last several years from Apple and Google’s photo storage products (excellent products in their own right, and worth checking out as an alternative), the Ever service is no longer sustainable.
The announcement fails to mention how Ever’s own behavior may have played a role in eroding its users’ trust over the years or how it has later found success as a B2B technology solution provider.

Miller often states that PopID complies with Illinois’ Biometric Information Privacy Act, which obligates businesses to protect and store biometric data at least to the same degree as other sensitive information. But questions around PopID’s privacy, security, and algorithmic practices abound, and it’s an example of a larger problem.

While purportedly operating on an opt-in basis, reports show that anyone who verifies their account using a photo can subsequently be recognized by their face during the payment process, even if they opted out of facial recognition payments.
Privacy concerns aside, over 60% of 40,000 respondents to a 2019 poll by Sina Technology said that face-based payment systems made them feel “ugly.” (Alibaba later rolled out filters to its terminals that show “beautified” versions of users’ faces at payment time.)

A government watchdog has criticized U.S. border authorities for failing to properly disclose the agency’s use of facial recognition at airports, which included instructions on how Americans can opt out.

U.S. Customs and Border Protection (CBP), tasked with protecting the border and screening immigrants, has deployed its face-scanning technology in 27 U.S. airports as part of its biometric entry-exit program.
The program was set up to catch visitors who overstay their visas.

But the Government Accountability Office (GAO) said in a new report out Wednesday that CBP did “not consistently” provide notices that informed Americans that they would be scanned as they depart the United States.

“However, we found that CBP’s notices were not always current or complete, provided limited information on how to request to opt out of facial recognition, and were not always available.”
Some of the notices were outdated and contained wrong or inconsistent information, the watchdog said. But CBP officials told the GAO that printing new signs is “costly” and “not practical” after each policy change.
