    Weird, I'm on Windows 10 2009 and it works even on this one including all previous builds. Just to confirm again, the reg files is:

    Code:
    Windows Registry Editor Version 5.00

    [-HKEY_CLASSES_ROOT\CABFolder\Shell\RunAs]

    [HKEY_CLASSES_ROOT\CABFolder\Shell\RunAs]
    @="Install"
    "HasLUAShield"=""

    [HKEY_CLASSES_ROOT\CABFolder\Shell\RunAs\Command]
    @="cmd /k dism /online /add-package /packagepath:\"%1\""
    I get this:

    I think I know what's going on. you probably have WinRAR installed and by default it handles the .CAB extension so launch WinRAR as admin and uncheck CAB

    I suggest updating to 2004 first, do all the updates, then use the Enablement package to jump to 2009.

    I second that. I installed it on 2 PCs with 2004, no issues.

    All versions (win10) just sucks, 1909 is some-what usable.
    I check back in a couple of years.

    Build 2004 is still not available from Windows Update on my main computer. There is still also no message about the update coming.

    I just rebooted my computer for the first time since July, because it was required after updating the firmware on one my SSDs. I had figured that perhaps after installing the pending updates which required rebooting to install, 2004 would now be offered. I don't mind waiting until it eventually is available, but I'm just surprised that I still have no message that the update will be coming.

    I fired up a much older system today, which was released in 2006 when Vista was a few months from being released. On this system I was able to upgrade from an old Windows 10 build to 2004, from Windows Update. The actual upgrade completed with no issues, but after updating I have major video issues because some old nVidia graphics cards are not compatible with 2004. Aside from the video issues, the performance is quite decent.

    There's gotta be some kind of block, hardware or software stopping it. On one of our work PCs UPS Worldship blocked an update once. Took a couple or 3 months before it would prompt for the update. We had 3 one time that wouldn't update because of the Wi-Fi adapter. Since we weren't using it anyway we removed them. It took a lot of trial and error to get there as there were no messages telling us what the issue was.
