Although the screenshot of the offer page there (and in the original MS article) has not been used by CCleaner since February, there is a new page with big 'Decline' and 'Accept' buttons and neither set as default.

Did Microsoft not know that their screenshot was months out of date? Or are they being disingenuous?

    Don't get me wrong, but...

When I start CCleaner - in two versions, one as Admin, and as a regular on my Windows 10 - it takes about almost one minute to fully-start CCleaner with CEnhancer, plus, about MORE than a minute, to run it.
It's too long for my busy schedule. But, know I understand that it's an internal CCleaner issue.
    Thank you.

Currently, I reinstalled the previous version of CCleaner and have no problems.

It's what I would do in your situation.

    CCleaner v5.65.7632 Portable = https://drive.google.com/file/d/17CCMoxObpPsQ_jhq19l7CHB-1PxYGyTe/view?usp=sharing

Make sure to right click on the zip file you just downloaded, go to Properties, then hit Unblock from the bottom right as it may be blocked since it was downloaded from the internet, if you don't do this before you run the file, then all the files that are being extracted will also have a blocked status.

To prevent this automatic blocking of files in the future so you don't have to go unblocking every file you download to ensure it runs properly, follow the guide in this thread:

Oh I did see that, which reminded me to post this even slightly older version. This version does not have the slow startup bug even if CCleaner was blocked via Windows firewall and without the need to add the piriform IP addresses to the HOSTS file. The last good version IMO

You're welcome, hawki, but the thanks should go to @bjm_ for posting the link elsewhere.

I had already done something similar, two (three) different Exclude lines ... not too sure I had nailed it.
But the preceding | and trailing ||0|0|24 syntax in the linked solution, must be more efficient - and accurate!, so will use this instead ... thanks Krusty.
