Adguard Beta is not compatible with Emsisoft's "surf-protection". Disable "surf-protection", and it works.

I have Adguard Premium 7.1.2817. I also have Chrome Adguard extension. Do I need both? Will both work together?
Do you need both? No Will both work together? Yes. Checked out Adguard Integration Mode. https://kb.adguard.com/en/browser-extensions/integration-mode It's up to you to decide if you want to use both. Note: From what I recall Integration Mode is not available for the non-chromium Edge.

Is it necessary for me to use an addon like HTTPSeverywhere with something like AdGuard for Windows? I am not sure because AdGuard inserts it's own certificate anyway.
I've been using AdGuard Browser Extension for Chrome for three months and I am very, very happy with it. Also have Decentraleyes and Privacy Possum running simultaneously. I had reason to submit a complaint/issue about a website the other day and they got right on it, reproduced it, and resolved the matter within a day. It's just an all-around great adblocking extension.
Running AdGuard for Windows v7.2.2990, integrated with Chrome browser extension. I installed it a few hours less than 3 days ago and in that amount of time, it has blocked 4.3K ads and blocked 2.0K trackers. No noticable slowdowns, in fact I believe it has sped things up. I am running it along with Decentraleyes and Privacy Possum, and there appears to be no conflicts.
