After reading Krusty's post above, I forced Windows Updates and got KB 4522738 .NET Framework. Once that installed, KB 4517211, the one in question, got offered as an optional update. I'm installing it now. Edit: went thru OK but hung for a bit on the Welcome screen. Version is 18362.387.

Oh, just saw this Servicing Stack Update but the KB 4517211 already installed on here. I suppose this KB 4520390 can be skipped then? Spoiler: winver
KB4520390 (SSU) is not offered separately but is bundled with KB4517211 instead. Check Event Viewer->Windows Logs->Setup, also Control Panel->Programs and Features->Installed Updates. It also shows in SoftwareDistribution folder with exact timestamp as the cumulative.
Appreciate the information, Seer, yes OK, the Servicing Stack update is there via Control Panel but not in Settings App\View Update History. At least now I know to look in one of those places instead. Spoiler: update hist.
