I don't think "shipping a full Linux kernel (version 4.19) within Windows itself as a lightweight virtual machine" would result in "2019 the year of Linux on the desktop"
i've had no problem running kubuntu from it's own partition , runs without problem dual boot, bit of a different paradigm from windows but you gotta put in a little elbow grease

IMHO only going to happen via per-installed hardware with commercial backing. General public has little taste for installing operating systems. Professional organisations mostly want the security of paid support - which is limited compared to Apple/Microsoft options in terms of availability for desktop Linux.
