For months, telecom companies across the world have been struggling with what to do with Huawei. The US has effectively locked the company out of American telecom networks, citing national security concerns — but as the rest of the world faces the same choice, not everyone is convinced Huawei is a threat.

At the same time, US officials are increasingly insistent that all Chinese companies are potentially suspect. At a cybersecurity forum on Thursday, DHS’s cybersecurity and infrastructure chief Chris Krebs said the primary concern was the legal regime of the origin country, rather than the specific product being shipped.

“Our focus is not on the country of origin, or the company, but it’s about what is the rule of law under which that product is potentially subject to,” Krebs said. That same logic could apply to other Chinese companies or Russian exports like Kaspersky Lab’s antivirus software. As Krebs put it, “it’s the rise of authoritarian states and how they’re operationalizing their tech sectors.”
Different readers will sympathize with different sides, but it’s getting harder to see how the argument can be resolved with technical analysis.

Huawei's 'shoddy' work prompts talk of a Westminster ban.

A top cyber-security official has said Huawei's "shoddy" engineering practices mean its mobile network equipment could be banned from Westminster and other sensitive parts of the UK.
GCHQ's Dr Ian Levy told BBC Panorama the Chinese telecom giant also faced being barred from what he described as the "brains" of the 5G networks.
The UK government is expected to reveal in May whether it will restrict or even ban the company's 5G technology.

Senior US officials are "highly satisfied" with Germany's regulations setting strict 5G security standards, regardless of the provider, newspaper Frankfurter Allgemeine Sonntagszeitung reported Sunday, citing anonymous German government sources.

The country's standards for 5G security are apparently so high that unreliable companies have no hope of meeting them, which the US says is the "perfect" approach. As a result, it's no longer demanding that Germany explicitly ban Huawei, according to the paper.

A US official has repeated his country's threats against its allies over Huawei – stating that the US's goal is a process that leads "inevitably to the banning" of the Chinese company's products.

Strayer, who is the American foreign ministry's deputy assistant secretary for Cyber and International Communications and Information Policy, told journalists that his country may withdraw some co-operations with its allies on security matters if they install Huawei equipment on internet and phone networks.

The US's main fear appears to be that China will soon be in a position to exercise the same sort of global surveillance that the US does through its dominance of the worldwide tech sector, challenging American hegemony.

The US has rattled its saber more than once trying to deter countries from using Huawei technology, but it hasn't publicly disclosed much of what it's worried about. A source speaking to The Times claims that the CIA has told UK intelligence officials that Huawei has received funding from Chinese state security [...]

A Huawei spokeperson declined to comment on the claims in a statement to The Times, saying they were "unsubstantiated allegations backed up by zero evidence from anonymous sources."
There hasn't been direct evidence of Huawei actively installing back doors and other spying facilities in its equipment, however.

American intelligence may need to show direct evidence of Chinese surveillance if it wants to persuade its closest allies to reject Huawei outright.

According to the BBC's political editor, Laura Kuenssberg, the senior minister said leaking from conversations was "extraordinary...the security council is the holy of holies".

The minister said there had to be a "full and proper leak enquiry", with those responsible losing their jobs if necessary.

Vodafone has confirmed that vulnerabilities were found in equipment supplied by Huawei to bolster the telecom giant's Italian fixed-line network.
The vulnerabilities, described as "hidden backdoors" by Bloomberg, could have been utilized to give the Chinese networking giant unauthorized access to Vodafone infrastructure, the publication reported on Tuesday.

Huawei acknowledged the security issues but said they were resolved back in 2011 and 2012 at the time of discovery.

"These were technical mistakes in our equipment, which were identified and corrected," the spokesperson said. 'The accepted definition of' backdoors' is deliberately built-in vulnerabilities that can be exploited -- these were not such. They were mistakes which were put right."
While the security issues were found in Vodafone's network years past, the revelation has the possibility of carving a new slice out of the Chinese tech giant's reputation.

WASHINGTON (Reuters) - The U.S. Commerce Department said on Wednesday it is adding Huawei Technologies Co Ltd and 70 affiliates to its so-called “Entity List” - a move that will make it much more difficult for the telecom giant to buy parts and components from U.S. companies.

Alphabet Inc’s Google has suspended business with Huawei that requires the transfer of hardware and software products except those covered by open source licenses, a source close to the matter told Reuters on Sunday, in a blow to the Chinese technology company that the U.S. government has sought to blacklist around the world.

Huawei Technologies Co Ltd will immediately lose access to updates to the Android operating system, and the next version of its smartphones outside of China will also lose access to popular applications and services including the Google Play Store and Gmail app.
Huawei will continue to have access to the version of the Android operating system available through the open source license that is freely open to anyone who wishes to use it.

But Google will stop providing any technical support and collaboration for Android and Google services to Huawei going forward, the source said.

It was also announced late Sunday evening that several mobile hardware manufacturers are also complying with the U.S. government. A number of significant chipmakers, including Qualcomm and Intel, have supposedly told their employees that they will no longer be supplying Huawei.

Huawei has been stockpiling chips in advance of such an outcome though, and according to Bloomberg, the company had built up a three-month stockpile ahead of the ban.

The U.S. government on Monday temporarily eased some trade restrictions imposed last week on China’s Huawei, a move that sought to minimize disruption for the telecom company’s customers around the world.
The company is still prohibited from buying American parts and components to manufacture new products without license approvals that likely will be denied.

The new authorization is intended to give telecommunications providers that rely on Huawei equipment time to make other arrangements, U.S. Secretary of Commerce Wilbur Ross said in a statement.
The Commerce Department said it will evaluate whether to extend the exemptions beyond 90 days.

Monday’s announcement said the authorization was created as a temporary general license, in effect until Aug. 19.
