I was just curious and did run it (before installing the Security Only update and the other updates).

    1.
The file C:\Windows\Logs\PCIClearStaleCache.txt was not changed.
    2.
There was a change in version number of the file C:\Windows\System32\drivers\pci.sys
See screenshot and compare it to the one I gave in that post in April 2018

It appears to me Microsoft has made some recent changes to Win 10 1809 in regards to Windows Updating. To begin with, auto Windows Updating on Windows 10 has never worked right on my build. Checked for reason at various times and could never find out why. No problem with manual Windows Updating, just auto updating.

Yesterday to my utter surprise, I received Office 2010 auto updates. Today at first cold boot when Windows checks for updates, I auto received all yesterdays bork Tuesday updates. It definitely appears to me Microsoft has already made silent system changes for the upcoming 1903 Feature Upgrade. Which brings up the point as to whether we will really have the option to defer the 1903 Feature Upgrade as Microsoft promises?

Yeah, it's prompting me a second time for the same update. They need to get their act together. This has been in testing for weeks.

This "double installing" has been happening for many months. I now expect it to happen.

Yep, now that I think about it, I think it has happened to me before... I just don't remember which version or when... Seems like it should be simple to prevent something like that...

Just installed the latest Windows Insider Slow build. Seems to be running great! Only like 4 changes though, none of them really affecting me.

Interesting. I have not seen this until yesterday and now all of the 1809 and 1903 builds are doing it.

That's interesting too. I have a 1809 build which didn't double install, while the 1903 build did. It almost seems kinda random...

No double Win Updates install issues on my Win 10 x(64) 1809 build. In fact, I haven't had one since upgrading to 1809.

This is peculiar, though. I wanted to test-drive the 1903 via the Insiders Slow Ring. What started happening was the machine was restarting twice almost all the time but boot and shutdown were normal. Tried sfc, dism, reset, etc. Since I had not updated the NVIDIA graphics driver and there were issues with that in 1903 resulting in hotfixes, I went back to 1809 but the problem followed me there.. I replaced my SSD and double-restart is gone. Betcha there's a link there with those having that double-install issue.

Are you thinking it is SSD related? Interesting thought. I can say that the ones I know for a fact did this do all have SSDs. I will check a machine that does not and see if the issue exists there.

I do have an SSD, but like I said above, there was no double install on 1809, only 1903.

No, not at first. My issue happened after the initial 1903 had a cumulative update to bring it to xxxxx.55. I think something got corrupted during the application of the update, when machine restarted to apply it. Never an error or warning, just when clicking "restart" the monitor would do dark, then dots would spin, monitor goes dark again and power message flashed, then machine properly restarted. Nothing fixed it: sfc, nixing Fast Startup, etc, etc.

Also, "glad" to see there was Microsoft's acknowledgement of the Night Light problem and NVIDIA drivers, that did it for me with 1903. I have a Samsung nvm-e SSD in an M.2, it's hard to say exactly where the issue lodged itself, quite honestly. The SSD could be coincidental....or not.....:)

Ok, good to know. I didn't get the opportunity to look at any other PCs today. Now I won't bother.

It is not a mistake, it is a multi-stage installation KB4494441.
