Drone 'flyer's licence' to be launched in time for Google's world-first delivery service in Canberra

Australia's aviation safety authority will establish a "flyer's licence" and mandatory registration for drones from July this year, coinciding with a world-first drone food delivery business to be run out of Canberra.

For the first time, anyone in Australia who wants to fly a drone will have to be accredited by the Civil Aviation Safety Authority, making it easier for police to track down miscreants.

"It will certainly give us big advantages in terms of complaints or reports of drones being flown improperly or against the safety rules," CASA spokesman Peter Gibson said.

"We'll have a starting point to know who flies drones in that area, what sort of drone they fly."

Prospective flyers of drones weighing more than 250 grams will need to pass an online education course and register their drone, according to policy documents prepared by CASA.

Flyer data would be kept in a database, finally allowing Australian authorities to get a picture of how many drones are flown in Australia, who is flying them and where.

"For the first time we'll have an overall picture of the drone sector ... probably there are tens of thousands, possibly even 100,000, but at this point we don't know," Mr Gibson said.

Amazon has patented a drone that can turn into a mini airship [...] The patent, filed back in early 2016 but granted today, describes an unmanned aerial vehicle (UAV) which could switch into a stealthy, quiet-running mode.

So, its “unmanned aerial vehicle with inflatable membrane” would have a balloon hidden inside the chassis. That could be inflated using compressed gas, via a tank or chamber also carried on the drone. When the UAV roamed into an area where noise levels needed to be cut – such as the delivery location, Amazon suggests – the balloon could be inflated.

Amazon doesn’t envisage flying the drone like a miniature zeppelin, however. Instead, the balloon system would be used to raise and lower the UAV to and from the delivery location. In that way it could help reduce the noise – and energy – involved in achieving a cruising altitude, whereupon the balloon would be deflated and gathered back into its dock.

Google's drone delivery project in Canberra is given the green light to take to the skies

It's official: Google will open its world-first drone delivery business in Canberra's north, now that the aviation authority has given formal approval to the project.

Project Wing, run by Google's parent company Alphabet, has been trialling delivering burritos, coffee and medication by drone in a suburb on the fringes of Canberra for a year.

For months, a depot in Canberra's industrial suburb of Mitchell — with roller doors built into its second storey — has sat waiting for approval for its dozens of drones to take flight.

The air safety regulator CASA needed to consider whether to grant the same safety exemptions given to Google in its Bonython trial, such as allowing drones to fly closer to people than usual.

CASA spokesman Peter Gibson this morning told ABC Radio Canberra that approval had been given.

"We've gone through all the thorough safety assessment we did for the Bonython operation, we've done that now for Mitchell and surrounding suburbs. We'll issue the appropriate permissions for those to go ahead," Mr Gibson said.

He indicated Project Wing would have the same exemptions.

"Everyone can rest assured from a safety perspective it will operate very, very well, just as it did down at Bonython," he said.

The head of security at the San Francisco 49ers Levi Stadium said Thursday it is imperative for Congress to give the National Football League and other U.S. sports leagues venues the legal authority to shoot down drones, which the American government recently identified as the greatest national security threat.

"It’s a big issue as far as safety and security is concerned, it's certainly an issue within the stadium sector," Russ Butler, vice president of security operations at the northern California venue, said at the International Security Conference. "The legislative situation we have makes it incredibly challenging — at least from a mitigation standpoint — to do anything other than really track and monitor."
While drones are often thought of as techie toys, officials are increasingly worried about the threat they pose and are warning it's only a matter of time until the devices are used to drop a bomb or fentanyl powder on people in a populated area.

Reports have emerged in recent days about a reconnaissance-style drone that crashed near the remote town of Wyndham in the state's far north.

After inquiries by the ABC, a spokeswoman for Airbus said one of its aircraft was involved in an incident in the area during an experimental flight for the UK's defence department.

The purpose of the flight remained unclear with state and federal authorities remaining tight-lipped on further details.

The ABC has contacted the British High Commission.

"Drone Flies Over Fenway Park During Red Sox Game

BOSTON (CBS) – A drone flew over Fenway Park during the Red Sox-Blue Jays game Thursday night – and no one knows who’s responsible.
Boston Police said it was first spotted around 9:30 p.m. and it took off around 10:20 p.m. Officers and the Federal Aviation Administration are looking into the incident.

'There is an active investigation with the F.A.A. and the B.P.D....

'Flying drones in and around stadiums is prohibited starting one hour before and ending one hour after a scheduled game and prohibited within a radius of three nautical miles of the stadium,'the FAA said in a statement to WBZ-TV.

Flying a drone over a stadium could result in criminal fines up to $250,000 and up to three years in prison, according to the FAA..."

The number of near-misses involving unmanned aerial vehicles (UAVs) in the UK jumped by over a third from 2017 to 2018, according to new official figures.
The UK Airprox Board (UKAB) published its annual figures for 2018 recently, revealing 125 dangerous encounters between aircraft and drones in UK airspace. That’s up from 93 the year before and 71 in 2016.
Just under a third of these (39) were recorded near Heathrow Airport in London, whilst 10 took place near Manchester Airport, according to the figures.

"...Wing’s new status was granted under regulations in place to cover traditional charter flights such as those carrying tourists on unscheduled hops between Hawaiian islands, rather than under rules specified for drones. That allowed Wing to leap a major hurdle.

Under the drone-specific regulations, the company could not charge to deliver packages from other companies or individuals over long distances — meaning beyond what the drone’s operator could see.

While the jury on consumer drones is still out, unmanned aerial vehicles (UAVs) are fast becoming an important tool in global delivery networks. Take Zipline as a prime example: since 2016, the Californian company has used unmanned aircraft to deliver critical medicines and blood to hospitals over huge distances in Rwanda.

According to the Financial Times, the Silicon Valley startup is drastically expanding its presence in Africa, mobilzing what will become the world's largest drone delivery network to transport "150 different medicines," vaccines and blood to 2,000 clinics in remote parts of Ghana.
The range of the "Zip" drone hasn't changed much over the past two years -- averaging around 160 kilometers. The aircraft is swift, however, reaching speeds of 110km per hour

Small recreational drones are fairly loud. Serious commercial drones are much louder. They have eight or more propellers (Alphabet’s Wing has 14; Amazon’s Octocopter has eight spinning at thousands of revolutions per minute, physically beating the air to generate lift and movement. The heavier the load, the harder they have to work, the more air gets beaten – and the louder the sound.

Drones also make higher pitched buzzing sounds than helicopters, which have much lower frequencies because their larger rotors don’t need to spin as fast to generate the necessary power. Now imagine tens or even hundreds of drones buzzing around your neighborhood, delivering packages to homes and businesses. Next, imagine the round-the-clock hives of aerial activity that warehouses and distribution centers will become, in addition to their existing burden on local roads; Amazon recently ordered 20,000 new vans...

Even domestic drones can raise baseline sound pressure levels by at least 20 decibels; when each 6dB increase means loudness doubles, that means a single drone can make an area 8 to 12 times louder than it is now..."

An airport spokesman said Thursday that a pilot reported seeing a drone and the airport was closed down from about 7:20 a.m. until 8:20 a.m. (0520 GMT until 0620 GMT) while German federal police searched for the drone and its operator with a helicopter. The airport has since reopened.

DJI is about to make it harder to fly its drones too close to larger aircraft. The Chinese tech company announced Wednesday that all DJI drones weighing more than 250 grams — which includes every one it currently offers — released in 2020 onward will have built-in airplane and helicopter detectors.
Each of those new drones will now include sensors that can receive the Automatic Dependent Surveillance-Broadcast (ADS-B) signal that planes and helicopters send out.

DJI’s new drones will use this ADS-B detector, which it has branded as “AirSense,” to alert pilots when a plane or helicopter is nearby. Crucially, it won’t automatically cause the drone to move away from the larger aircraft — that will still be up to the pilot.
The Federal Aviation Administration isn’tmandating ADS-B on drones, but DJI already has the tech installed on some of the company’s more professional offerings, like the Matrice 200 and Mavic 2 Enterprise.

Chances are, it neither looks nor flies like what you’d expect from a drone. It’s an ingenious hexagonal hybrid design, though, that has very few moving parts and uses the shroud that protects its blades as its wings when it transitions from vertical, helicopter-like flight at takeoff to its airplane-like mode.
