New laws could see social media bosses jailed for failing to combat terrorist content in wake of Christchurch shootings

Social media executives could be jailed and their companies fined billions of dollars if they fail to remove terrorist material like the Christchurch massacre live stream, under proposed new laws.

The Morrison Government is pledging to introduce the bill to Parliament next week after the killing of 50 people at two mosques was broadcast live on Facebook.

The atrocity was live streamed for 17 minutes and the original video remained online for more than an hour after the attack.

The Prime Minister and senior ministers met with social media companies this week, demanding they take steps to prevent the platforms being exploited in the same way again.

But the Government was unsatisfied and last night said it would be proceeding with world-first legislation in response.

"Big social media companies have a responsibility to take every possible action to ensure their technology products are not exploited by murderous terrorists," Prime Minister Scott Morrison said.

"This is about keeping Australians safe by forcing social media companies to ... stop terrorists and criminals spreading their hate."

The bill would cover "abhorrent violent material", such as videos that showed terrorist attacks, murders or rapes.

Technology is a major part of our lives, and companies such as Facebook have immense responsibilities. Every day, we make decisions about what speech is harmful, what constitutes political advertising, and how to prevent sophisticated cyberattacks. These are important for keeping our community safe. But if we were starting from scratch, we wouldn’t ask companies to make these judgments alone.

He suggests GDPR-style privacy regulation in the US. He wants more control of hate speech. He believes more needs to be done about political advertising, particularly around the time of elections. And he likes the idea of data portability. These are reasonable ideas and -- importantly -- there is nothing to stop Facebook from implementing them now. To lead the way. There is no need to call for, or wait for, legislation.

He states the blindingly obvious when he points out in his hand-wringing post that "we'll always make mistakes and decisions that people disagree with". This is why he wants regulation. So Facebook doesn't have to think for itself. [...]
Zuckerberg's third suggestion that "effective privacy and data protection needs a globally harmonized framework" is laughable given the way his company rides roughshod over privacy. No framework is needed. Massive improvements can be made without the need for laws and regulation. This is just absolution of responsibilities.

Less talking, more doing.

The discovery of millions of Facebook records leaked from publicly-exposed AWS storage buckets has left researchers wondering where the responsibility lies.
The two separate datasets, disclosed Wednesday by researchers at Upguard, were held by two app developers, Cultura Colectiva and At the Pool. The actual data source for the records (like account names and personal data) in these databases was Facebook. Throwing another wrench into the mix is the fact that the data lived on publicly-accessible Amazon Web Services S3 buckets.

While both exposed databases have since been secured, the incident has left the security community scratching their heads when it comes to pinning the blame. And the incident is indicative of a larger issue as more and more troves of data are collected by massive companies and their third-party partners.
Moving Forward
Diachenko for his part said he thinks some of the responsibility does lay on the shoulders of Facebook and Amazon. In Facebook’s case, as the source of the data, that data could have been encrypted, at least, he said. Meanwhile, “Amazon should act quicker when it comes to a responsible disclosure report,” he said.

It turns out that social media is the bad boyfriend we refuse to dump for good.
Despite a year of social media scandals and public skepticism, U.S. adults are still using Facebook and other social networking sites at the same rates that they were one year ago, a new Pew Research Center survey has found.

"One of the most notable findings is just how little these figures have changed [...] "Despite all of the developments in the technological and media landscape over that time, the population as a whole seems to be fairly well-settled in its overall social preferences."
According to Pew's survey, 69 percent of U.S. adults use Facebook. Of all Facebook users, 74 percent visit the site every day, and half check Facebook several times a day. These numbers are identical to Pew's 2018 survey on the topic.

"Why do we stay?" is a longstanding question in any troubled relationship. Researchers can’t say for sure why skepticism of Facebook hasn’t translated into fewer users, but sheer force of habit may be playing a role.

One hypothetical application outlined by the company in its patent involves its theoretical tool tagging a user who appears on Facebook drinking Grey Goose branded vodka.

The call to oust Mark Zuckerberg is coming from inside the house.

"[Zuckerberg's] dual-class shareholdings give him approximately 60% of Facebook's voting shares, leaving the board, even with a lead independent director, with only a limited ability to check Mr. Zuckerberg's power," reads the statement supporting the proposal. "We believe this weakens Facebook's governance and oversight of management."

Unsurprisingly, Facebook isn't a fan.
Even though this specific attempt to pull Zuckerberg's board chairmanship out from under him is destined to fail, the fact that it's a recurring effort sends a warning of looming accountability to the CEO. If not today, then tomorrow. Time will tell if he listens.

"Facebook, Instagram, and WhatsApp are all experiencing issues this morning for users worldwide. Facebook and Instagram are both inaccessible, with news feeds refusing to refresh and the main Facebook.com domain unavailable. Business Insider has learned that since May 2016, the social networking company has collected the contact lists of 1.5 million users new to the social network. From the article, Facebook said: "When we looked into the steps people were going through to verify their accounts we found that in some cases people's email contacts were also unintentionally uploaded to Facebook when they created their account." I was waiting for it to be the fault of the user and - there it was.

In an effort to force the social network to be more conscious of its data privacy practices, federal regulators are reportedly looking for ways to make Mark Zuckerberg personally accountable for his company's shortcomings. Yet, in place of public outrage or policymaker interventions, it is unlikely that Facebook will face any consequences for its actions.
The unfortunate truth is that the public has become so inured to cybersecurity breaches that what was once front page news worthy of congressional hearings is now simply viewed as a routine fact of life online that we wearily accept.

Security-conscious companies perform relentless audits of every piece of code that interacts in even the most peripheral way with authentication credentials.
The fact that Facebook appears to be doing none of this makes it an outlier among its internet peers in how it views the safety and security of its two billion users.

Putting this all together, we live in an online world today in which breaches are merely considered the cost of accessing the internet or merely existing in modern society.
Rather than reacting with an uproar to each new breach of our safety and trust, we simply wearily accept that such quaint historical protections no longer apply.
