They need to start making provisions for people to be able to sue such deliberate call vendors and sue the pants off them.

That will chop the feet right out from under those sneaks-scams. Or else rewrite the entire network of a region and lace tracers on the channels that can either systematically disconnect and/or at the same time trackback to the sources.

A National Weather Service in the US state of Maryland has been hit by a robocall campaign that resulted in a scam message in Mandarin Chinese being broadcast over the building’s intercom system.

The message, in a recorded woman’s voice, played itself over the building’s loudspeakers on Wednesday morning.

It is part of an ongoing robocall scam campaign aimed at Chinese speakers, which also reached telephones at the same location, the US National Oceanic and Atmospheric Administration’s (NOAA) Centre for Weather and Climate Prediction in College Park, Maryland.

If you thought blockchain was completely useless as a technology, Microsoft is out to prove you wrong.

The technology giant has partnered with Tech Mahindra, a leading IT solutions provider, to tackle spam calls using blockchain technology in India, Hindustan Times reports.

“The intersection of Cloud and Blockchain will ensure a new way of monitoring and enforcing compliance throughout the ecosystem,” Prashant Shukla, National Technology Officer of Microsoft India said at a press conference. “With a Microsoft Azure Blockchain-powered solution, we will ensure that we mitigate loopholes used by fraudsters and spammers to reach end users.”

Under the new norms, a user’s consent will have to be explicitly recorded on the blockchain to receive marketing calls. The users should also be able to revoke their consent anytime they want. If an operator fails to follow the norms, they risk facing a penalty of up to Indian Rupees 500,000 ($7,136 approximately) per month.

New consumer protection rules designed to combat nuisance calls could have an unexpected bonus: helping to prevent voice phishing (vishing) scams, according to experts.

Ofcom’s latest rules come into force on October 1 and will ban phone companies for charging for the Caller ID service that helps users screen their calls. They will also mandate that any phone numbers displayed to users must be valid and can be called back, and that phone companies must block calls with invalid numbers.

After October 1, Ofcom will also be able to take back whole blocks of numbers from telcos if they’ve been used time and again to carry out nuisance calls, fraud and similar.

However, consumers must continue to be vigilant when receiving unsolicited calls and never give out personal information.

Roesel told the FCC that he spoofed other people's phone numbers because he wanted to avoid getting angry return calls, the FCC said.

Attorney Generals from 35 states have called on the FCC to put an end to the rising tide of the very annoying robocalls that people are receiving not only on their landlines, but also on their mobile numbers.

Let's face it, robocallers are very annoying. If you are like me, you routinely get about 10 robocalls a day telling me "This is an important message, do not hang up the phone!" [...]
Yet no matter how many times you hang up on them, they never get the hint and simply call you back later or the next day!

It appears we are not alone and it has gotten to be such a problem that the attorney generals from 35 states have sent a bipartisan letter to the FCC. This letter asks the FCC to push telephone providers to implement new protocols that can identity legitimate calls and filter out spoofed calls.

Big phone companies plan to roll out a $100 million federal program called Stir/Shaken.
Verizon, AT&T and T-Mobile will likely be the first companies to activate a new authentication system. Some are testing it already.
With the new program, you will be able to see if a caller ID is verified. Scammers trying to trick you with fake local numbers will be flagged. It may also allow phone companies to block the call before it ever rings your phone.

Understanding STIR/SHAKEN

The Federal Communications Commission (FCC) has been encouraging the telecommunications industry to develop a solution to stop robocalls and spoofed calling numbers since 2014. The industry’s response has been to develop a new technology standard called STIR [1] (Secure Telephony Identity Revisited) and SHAKEN [2] (Secure Handling of Asserted information using toKENs) which defines how telephone service providers should implement the STIR technology to ensure calling numbers are not spoofed.

Robocalls in the US have reached an all-time high, with an estimated 147 million spam calls being made per day. The ease of becoming a robocaller has lowered the barrier to entry, and scammers have begun a form of “neighborhood spoofing,” in which they call from the target phone number’s own area code to increase the chance of a call being picked up.

T-Mobile says it’s improving its Scam ID and Scam Block features to protect customers against this type of robocall.

Castle believes T-Mobile is ahead of its competitors, and the robocallers. "Every time we make an improvement, the scammers make a change. So, it's an arms race to see who can trick who," he said.

And this week, T-Mobile is launching a new app, Name ID, that will allow users to choose the type of call they want to block – everything from nuisance calls, to political or charity calls, even prison calls.

"Why all the robocalls? Because it’s cheap

A consumer survey by D.C.-based B2B research firm Clutch found 52 percent reported receiving at least one robocall a day, and nearly 40 percent reported multiple robocalls a day.

The reasons for the proliferation of annoying automated solicitation is that technology has made it cheap, and, the sheer volume of consumers they reach make them effective.

“I can go to a website, upload an audio file, put in a range of phone numbers, use a prepaid debit card and annoy an entire city for $400 or $500,” said Alex Quilici, CEO of YouMail, a service for blocking robocalls...

“Robocalls are easy for scammers, and the dropping cost means that even if a robocall is only successful with one out of every 500 calls, that can still make financial sense,” said Riley Panko at Cutch...

According to the yearly report published by Stockholm-based phone number-identification service Truecaller, spam calls grew by 300 percent year-over-year in 2018. The report also found that telecom operators themselves are much to blame.

Between January and October of this year, Truecaller said, users worldwide received about 17.7 billion spam calls. That’s up from some 5.5 billion spam calls they received last year.
One of the most interesting takeaways from the report is a sharp surge in spam calls users received in Brazil this year, making it the most spammed country in the world.

And such scams are a global issue. Canada saw a 67 percent increase in scam calls, while users in the U.K. and India reported receiving twice as many scam calls this year.
