I have two Flash Drives of the same brand and model. For some reason transfer and read speed is different. Meaning one faster than the other in speeds. Does it means one of the drives could be defective?.

Plug one in at a time, then go into Disk Management > Right click on the Removable Drive (Your UFD) > Properties > Details (Tab).
Pull down the Property drop down box and select Hardware IDs.

Compare to make sure that both UFDs are in fact the same.

    Yeah, they look the same.
I thought that would be an obvious reason, but it must be something else.
And I am sure you would be testing both of them with the same USB ports.

Your original assumption must be correct.
Is there a noticeably big difference in performance?

Firmware may be the reason, but I would go to the manufacturer's website for the firmware.

Does the slower of the 2 drives still meet the manufacturer's specification for read and write speeds?

It's not specified, but from the first one it's 18MB/s and from another one it 42MB/s+.

Strange , but I had a similar experience with two identical Kingston " Data-Traveler " flash drives.

Both bought from the same batch , same store at the same time , but one had somebody's music collection on it !
Both in original sealed factory packages ..... I contacted the maker but never did find out how or why .

Did you get these at Fry's? This is something Fry's electronics is famous for, repackaging returns & selling them as new.

@OP Are they the same file formats & cluster sizes?

No , I have never heard of Fry's , but what you describe seems a very feasible explanation for what I experienced .

I was away from my home country at the time , so I have no idea if the computer store I visited was an independent ,
or part of a national chain.

I remember my first geek squad usb stick was a whooping 1 gig for 99 bucks lol

I ditched all the UFDs less than 512MB in capacity, and kept about 20 of UFDs varying from 1GB-16GB. I got most of them for free (after rebate).
