    They call that "market segmentation" ;)

    And it's already being done. I've seen it personally, using some of my pseudonyms.

    yeap, fortunately technology works to whoever uses it, that's why they're so keen on outlawing encryption,
    it's all about control; why is it so hard to explain that whatever reduces individual liberties is inherently nefarious?

    It's not that it's hard to explain. It's just that control freaks disagree. They believe that liberty must be limited, in the interest of overall social welfare.
