I'm not sure what that person is referring to, but telemetry as well as telemetry-related components (Health Report, Experiments, SelfSupport, ...), behaviors, preferences, and even defaults have changed over the years. There is some documentation here: https://gecko.readthedocs.org/en/latest/toolkit/components/telemetry/telemetry/index.html I'm not certain what that is built from, but I suspect it may be from what is in Mozilla Central.
