Not sure about license restrictions for programs that run within Windows, but bootable media (such as Clonezilla) should be compatible with any OS. Reliability shouldn't be an issue unless it's a snapshot program.
Very few people running servers want to use bootable media. It means shutting down the server. I'd consider Macrium and Shadowprotect both of which have server versions.
When Aomei Backupper was in early development (v 1.x) it was listed as working with Windows PCs and servers (It was also free). I have had success using Aomei Backupper v. 1.6 with Windows 2008 R2 64 bit. It may work with Win 2012 R2 64bit if you can find a copy.
The best software that is affordable yet highly reliable is Terabyte Image for Windows. You pay the price for a desktop disk imaging product yet can do both client OS and server backup/restore.
And same thing with Drive Snapshot. You pay for a desktop product but it works for all Windows/Linux desktop AND server OS. It's also highly reliable. And yes, both Terabyte Image for Windows and Drive Snapshot run from within Windows OS, so no server shutdown is needed.
I agree. I use Terabyte's Imaging products at home and am happy with them. At Work we use Symantec System Recovery 2013 Server Edition as a 'Standard'. It looks like Symantec System Recovery is now being sold by a company called Veritas. I have not yet got pricing from them, but it appears that the pricing may be a lot higher than CDW was charging until they discontinued selling it on October 2, 2015.
Actually that is the version I am running. Hows 100%. How's this. I started another restore with SP and released it was going to be longer that I felt like waiting, so I swapped out usb keys, rebooted, and did a restore macrium. Perfect restore.
As a Network Admin/Engineer by profession before I can give a recommendation I need some more info. What is the goal? Are you trying to get backups so that you can recover from a disaster or hardware failure? Are you interested in entire server recovery or just files? What does the network look like? Is it gigabit, 100Mb, fiber? Is it virtual or a physical server?
