Turn Windows 10 Upgrade to Fresh Install?

    So I recently did the Windows 10 upgrade on two computers. They both succeeded but both feel sluggish now compared to before. Apparently this can happen with upgrades. I have no way to do a fresh install, so would doing the "Reset" effectively act like a fresh install, or is there any way to do the fresh install without installation media, etc?

    If you really want to perform a clean install download the windows 10 iso
    https://www.microsoft.com/en-us/software-download/windows10ISO
    and then use Rufus to create a bootable flash installation drive
    http://rufus.akeo.ie/
