Program that opens specific shortcuts to specific monitors

Ever since setting up my dual-monitor (Windows 7 Taskbar + OS X Dock), I noticed one caveat. When opening programs, it remembers the last position instead of opening in the same monitor of my dock or taskbar.

Of course I can force the position of each program with third-party software, but that's not what I'm looking for. Ideally, I want each shortcut to pinpoint which exact monitor to open the program in. I would prefer freeware, but paid options can be explored.

 

UltraMon supposedly can, but it's not free.
