I tried for three hours the other night with two different blank discs trying to install Linux Mint 17..Problems ranged from the installer stalling out to not being able to create an admin account. Anyone else faced this issue?

Did you verify MD5 of the iso before burning it to a CD/DVD? Should also read Mint's Release Notes for 17.1 (Code Name Rebecca) before installation.
Maybe th Interl I3 CPU doesn't support PAE ? Open a terminal and run "cat /proc/cpuinfo". Look at the Flags line to see if the pae flag is present. Just a guess of course.
I always had problems with Mint, especially with installation and updates. Sometimes installation was flawless, sometimes it didn't work 5 times in a row. If you want to try something else that's still simply I highly recommend openSUSE. Never had an installation issue. And usually buys are solved quite fast and has much more support than Mint IMO.
I've had the exact opposite experience. Mint has always installed flawlessly, every time, and updated fine. And in Mint, most things just work out of the box. openSUSE on the other hand has usually been a disaster, and a bugfest. I hate it's package management, it's a pain in the you know what. Just goes to show, different strokes for different folks, right?
