   WSA always show zero network/internet events at win8 x64, already updated to 8.0.2.43

   This is expected on Windows 8 - the main engine which flows into those counters isn't in place from the kernel changes Microsoft has required. I'll look into ensuring the secondary counter which we use on Windows 8 flows into there.
