The output of an ipconfig /all command includes these:

    Primary Dns Suffix . . . . . . . :
    Connection-specific DNS Suffix . :

I came across a DSL MODEM recently that had myhome.westell.com for values for these. What exactly does this setting do, and what are reasonable values? I am used to seeing it blank, actually.

Myhome.westell.com would indicate the user has a Westell modem. I'm not sure if this is what you are asking.

Do those parameters serve any purpose in the run-time functioning of DNS, and if so, what and how?
