Whether allow these app. to connext internet?

Whether allow these app. to connext internet?
and I can creat an internet filter for these following Applications?
c:\WINDOWS\SYSTEM\KRNL386.EXE
C:\WINDOWS\SYSTEM\TAPISRV.EXE
C:\WINDOWS\EXPLORER.EXE
C:\WINDOWS\RUNDLL32.EXE

Run a DLL as an App
C:\WINDOWS\RUNDLL32.EXE
This software has started the following application which
connects to Internet. Do you authorize it to do that ?
Dial-Up Networking Application
C:\WINDOWS\SYSTEM\RNAAPP.EXE
Authorize Block

Just try to block them, if you see a connection issue just after, this means you need to allow them.
My feeling is:
c:\WINDOWS\SYSTEM\KRNL386.EXE => Yes
C:\WINDOWS\SYSTEM\TAPISRV.EXE => Yes
C:\WINDOWS\EXPLORER.EXE => No direct connection but starting another application is OK.
C:\WINDOWS\RUNDLL32.EXE => No direct connection but starting another application is OK.

but this could be a case by case basis depending on your internet usage.
