Are there any issues doing a push upgrade on era or local install going from eset nod32 business edition to eset file security for windows servers and rebooting after the install?

The kb instructs to uninstall nod32 > reboot > install esfw but a machine I had scheduled for uninstall / reinstall didn't process the uninstall task but the install went through anyway. -- the system now requires a reboot

Performing an install over the top will work in most cases. However, there is more of a chance you will encounter an issue performing the upgrade in this manner. I personally always recommend performing a clean install of antivirus software, especially considering how deeply this type of software ties into the operating system. Additionally, as you discovered you will be prompted at the end of the upgrade for a reboot anyway.
