Under attack?

    Sometimes when I am doing nothing and no appz that use net or update my connection screen In system tray will blink like crazy for 30sec. than stop Is someone trying to hack me?

    Not necessarily... Could be normal internet splatter/debris being stopped by your firewall... Your firewall log could help you here...

    I know router should not alow it at all.

    Could be your system communicating with the router, or vice versa. If you have any other systems connected to the router there will be normal traffic between all systems on the LAN. You could always run something like Ethereal and do a packet capture to see what is going on.
