Tor not starting up

i have a widows xp pc
im using my college internet
the setup of that internet is such that there is an existing proxy server through which the net is distributed throughout the college
and as a results a lot of blockings which are done from the server (keyword,filetype,url based)

i know i can use proxy sites but i feel better using tor

but somehow tor isn't working i get this in message log

possibly blocking tor too. Otherwise closing thread.
