That's about running relays, I think. Not just using Tor. But still, it's prudent to use Tor through a VPN. Hacks that deanonymize users will just provide a VPN exit IP, then. That's not strong protection, if you're targeted. But maybe it'll slow them down, if they're just trawling. Or use Tor through nested VPN chains, for more protection.
