  2. But will the new network be stable enough for consistent emergency use? Newer doesn't necessarily mean better in all respects.

    Good question, since VOIP services still are a bit funky with 911 services. Obviously the corded phone is on its way out, times change. But, the article points out that there might be more to this than just a change in tech. I'm willing to bet the companies are pushing it just as much for the regulatory breaks.

    First thing I though about was privacy. Are there different laws regarding traditional land lines versus IP Telco?

    Yeah, but not because of lousy reliability. The problem with 911 services and VOIP is IP addresses don't necessarily point to a physical street address.
