    Storing that kind of data on a laptop is insane you got to wonder what the hell they were thinking doing that and to do it with out any encryption makes the insane thinking even worse.

    In this context, yes it is. But it's day to day business for most organisations. A laptop is needed to enable place and time independency. So storing this kind of info is just quite normal.
    The questions that arise are: "must this process be place and time independent" and "what extra security measures have to be in place".
