Spyware Guard Dwnload Prot. Disabled

I am running Spyware Guard 2.2, SpywareBlaster 2.6.1, Spybot S & D, FreeSurfer MK II, and AVG. I'm on a home system running a P4 2.4GHZ w/ 512MBs DDR, G4 440 128MB, with XP Home. Spyware Guards download protection element keeps being disabled. Also when I go to http://security.symantec.com/ssc/home.asp?j=1&langid=ie&venid=sym&plfid=23&pkj=BFPJZOGIJPUVGCWETOM
to use their virus scanner I get a message that active X controls and or Scripting is disabled or not supported. I have checked and re ckd the settings and they are enabled. I get a complete scan from AVG which shows clear.Any advice suggestions or clues would be appreciated in advance. THANKS>>>>!
