Speed up my laptop with processor power management?

    I uses my laptop plugged in most of the time. I noticed that in the power option->balanced(plan),the minimum processor state was set to 5% even for plugged in(same as using battery). I dont know if I understand it right,but I don't think it has something to do with the performance here,since it is only "minimum processor state". However,when I checked the high performance(plan),it was set to 100% for plugged in.

    Does that mean if I don't mind to pay more electricity fee,I should set the "minimum processor state" to 100% too?

    I googled but didn't find an answer to the question.
