One would be ScripTrap (Found it on webattack http://www.webattack.com/get/scriptrap.html) and XP-AntiSpy (Not sure if it will work on Windows98SE)

XP AntiSpy is an app which can turn off some services which XP runs by default. Therefore it is not designed to run on 9x systems. It's really not an antispyware app, despite its name.

Probably the part of it's name that says "XP" would have tipped you off too LOL
